How about this… The armpit of London is eons ahead in user generated content and hopefully in actively addressing the problems highlighted. Residents can take pictures of trash, graffiti, etc. with their mobiles, upload them to the dedicated website and then the council vows to take care of the issue and post photos with the issue addressed on the same site!
